The Philippine government, led by the DENR, is currently undertaking the development of the Loss and Damage (L&D) Priority Support Framework, which will form the basis of the Philippines’ proposal to the Fund for Responding to Loss and Damage (FRLD) that can reach up to USD20 million (or around PHP1.2 billion). These could also feed into the formulation of a potential national L&D policy framework down the line, and other strategies relevant to the L&D agenda. With the country’s high vulnerability to the climate crisis, determining which issues to prioritize will be challenging.
This policy paper is the intended second submission of Aksyon Klima Pilipinas to the ongoing work under the L&D Priority Support Framework and other related engagements by the Philippine government. It presents three case studies on how slow onset events and non-economic L&D affects climate-vulnerable communities, which serve as the basis for its recommendations to focus on “filling in the gaps” – to prioritize L&D-related issues that currently lack dedicated mechanisms or financing resources in the Philippine context. This submission is aligned with a “bottom-up” approach necessary to this workstream.
