Congressional engagements

AKP is a constant presence in legislative discourse on the climate agenda in the Philippine context, lobbying for the enactment of bills to strengthen climate action in the country. Its leadership and member-organizations have been actively engaging with lawmakers and Committee staff members in the House of Representatives and the Senate in the past five years, providing them not only with position papers, but also technical advice on proceeding with their respective work in aid of legislation.

The network has been recently engaging in discourse on the following proposed bills and other items relevant to the climate agenda:

  • Climate Accountability (CLIMA) Bill;
  • Low Carbon Economy Investment (LCE) Bill;
  • Carbon Rights Bill; and
  • Deliberations regarding the progress of national governance on loss and damage, including engagements with the Fund for Responding to Loss and Damage (FRLD).

The network supported the enactment of RA 12019, which granted juridical personality and legal capacity necessary for the Philippines to host the FRLD Board.

AKP also proudly supports other bills being lobbied in the 20th Congress, including:

  • Just Energy Transition Bill;
  • Alternative Minerals Management Bill;
  • Sustainable Forest Management Bill;
  • Integrated Coastal Management Bill; and
  • Rights of Nature Bill.
