The Philippines’ vision for its future in the era of the climate crisis rests heavily on its ability to execute a just transition to a low-emissions, climate-resilient economy and society. To accomplish this, no one must be left behind. With this context, AKP has been actively working with different sectors in ensuring that just transition will be properly implemented in the Philippine context.
JUST ENERGY TRANSITION (JET)
One of AKP’s main activities under its current leadership is the conduct of the National Convening of CSOs on Just Energy Transition. This aims to provide a platform for coordination and collaboration among civil society and community representatives on advancing the JET agenda in the Philippines, anchored in the context of climate action and justice and accounting for other ecological issues.
The 1st National CSO JET Convening was held on 19 October 2023, hosted with Oxfam Pilipinas. Nearly 60 CSOs were represented in this hybrid gathering, which resulted in the agreement on a common perspective on what JET is in the Philippine context. Other issues discussed in this event include the nexus between climate action and energy security, and if the Philippines should have a net-zero commitment.
The 2nd National CSO JET Convening was held on 19 August 2024, attended by 52 different CSOs. This meeting focused more on highlighting the interconnectedness between JET and ecological stability, as seen through emerging issues within the JET landscape such as nature-based solutions, energy transition minerals, and addressing perceived false climate solutions.
A third installment will be conducted in 2026, although the focus might shift towards a broader look into just transition in the Philippine context.
JUST TRANSITION FRAMEWORK (JTF)
The Philippines is poised to become only the second country in the world to have a national JTF, continuing its history of pioneering climate and environmental policies and legislation that sets an example to the rest of the world. In a workstream as critical to the marginalized as just transition, it is vital for all stakeholders to be able to meaningfully participate in the development process. With this context, AKP has been leading the charge for Philippine CSOs in participating in the formulation of the JTF and its Implementation Plan.

Between March and July 2025, AKP hosted a total of nine NDC-just transition consultations around the Philippines with multiple partners, covering a wide range of mitigation and social sectors. This initiative contributed to influencing the national government and the ADB to also hold regional JTF consultations, with the network also having inputs as to how these sessions would be conducted.

AKP has also directly reached out to more national government agencies to directly bring its JTF positions, given its interlinkages to the NDC. Throughout 2025, the network held meetings with different agencies, such as the Department of Social Welfare and Development and the Department of Labor and Employment, to present its calls for the JTF, with an emphasis on the perspectives of children and youth.

Throughout the JTF consultations, AKP and its members have effectively represented the CSO sector in highlighting more inclusive, ecology-based calls to be integrated into the document. Their collective calls highlight the need for policy coherence, fossil fuel phaseout, protection for labor groups and other vulnerable sectors, and enabling localization to spur just transition at a nationwide scale.
