
AKP has been the most active Philippine CSO network in advocating for the mainstreaming of ACE in the national context. Through its leadership and some of its member-organizations, the network is currently participating in available spaces on the development of the National ACE Strategy, currently led by the Department of Environment and Natural Resources and the University of Philippines Los Baños – School of Environmental Science and Meteorology.
In recent UNFCCC SBs, the network has been actively participating in ACE-related activities, such as the 2024 and 2025 ACE Galleries, the annual ACE Dialogues, and the 2023 ACE Youth Hub.


Beyond the policy advocacy, ACE is also deeply integrated into how AKP conducts its campaigns and activities, consistent with its longstanding advocacy for a “whole-of-society” approach to climate action. For example, the network’s engagements in the development of the 2026 Philippine NDC are guided by the workstream’s six elements, namely the following:

Educational talks are conducted about the NDC and its importance to different sectors, from local communities to university students. These talks are delivered through creative techniques, avoiding the typical technical language that often makes climate issues difficult to resonate with broader audiences.

Training exercises are also conducted for specific sectors to enable a better understanding of decarbonization, including the NDC. For example, AKP holds simulations of the UN climate negotiations to participants of the Local Conference of Youth, giving them an immersive experience of the science-policy dynamics behind climate decision-making.

Public awareness is also raised, through initiatives and platforms that go beyond the usual science and policy-heavy rhetoric on climate action. Examples include ongoing “Katumbalikwasan” exhibition of AKP, hosted at the National Museum of Natural History, and associated capacity-building sessions held within its premises, covering different issues.

Public access to information is also pursued through formulating collaborations with government agencies and advocacy partners to enable as wide of a reach of NDC-related initiatives as possible. The network also develops publications available online to guide engagements related to the formulation and implementation of the Philippine NDC.

Public participation is a necessary part of any decision-making on climate action, especially on the NDC. In this regard, AKP has conducted a series of local consultations and focused group discussions, online and on-site, with different sectors – Indigenous Peoples, youth, health, mining – to ensure as comprehensive and inclusive of an approach as possible.

International cooperation is also pursued by AKP, through strategic partnerships with CSO networks from across Southeast Asia. Activities, from knowledge exchanges to panel discussions, are held in the Philippines and abroad to learn from experiences and best practices of the other, leading to a more robust approach to NDC advocacy.
