While the necessity of just energy transition (JET) to achieve climate, energy, and development targets is no longer disputable, how to define and approach it differs by sector. This is due to the complexities involving JET – from how justice is viewed through the lens of different groups to what specific technologies count as ‘just’ to how long the process should take at different scales.
A critical question on JET involves achieving net-zero emissions; to this day, the Philippines remains the only country in the ASEAN to not have such a target as part of its policy. Fears of greenwashing, largely based on the slow progress in leaving fossil fuels behind, threaten to undermine the significance of net-zero that must be looked at as the earliest indicator for a country to enter genuine emissions reductions.
With this context, AKP defines just energy transition and net-zero as concepts through two publications, the “JET Manifesto” and “The Case for Net-Zero“, respectively. These are produced from the 1st National Convening of Philippine CSOs on Just Energy Transition in 2023, with support from Oxfam Pilipinas. These documents form the core of how the network will advocate on both issues under the current AKP leadership.
