When it comes to developing the Philippines’ Just Transition Framework (JTF), the expression “no one left behind” cannot be understated. Every Filipino has the right to participate in the formulation of the strategy that would define the country’s pathway to a low-emissions, climate-resilient economy and society.
With this belief, AKP led the formulation of two joint-CSO submissions to the Philippine government as part of the JTF development process between 2024 (“Not Just A Transition“) and 2025 (“Transition Together“). These were produced from a series of on-site and online consultations and focused group discussions the network and its partners conducted around the Philippines, aiming to capture as many and as diverse of perspectives and inputs as possible.
These papers have been presented during the round of JTF consultations held by the Department of Environment and Natural Resources and Asian Development Bank, and have also been shared to several national government agencies and other parties involved in the process. As of January 2026, some of the calls from these papers have influenced the content of the JTF, and are poised to form the basis of the network’s advocacy during the pending formulation of the JTF Implementation Plan.
