National L&D Policy Brief

The Philippines has played a prominent role in the global climate negotiations, from its leadership during the Paris Agreement to its current position as host of the FRLD Board. Domestically, the Climate Change Act and PSF serve as the backbone of the country’s climate action.
However, challenges such as gaps in implementation, bureaucratic hurdles, and policy inconsistencies have hindered the effectiveness of these frameworks,. The participation of civil society groups and the most vulnerable communities, and the reach of the intended impacts of these policies to the latter, have also been limited.

Cognizant of the current updates on L&D at both the international and national levels, this paper, “Strengthening country-level policies to avert, minimize, and address loss and damage in the Philippines“, aims to contribute to ongoing national policy discourse on addressing L&D, specifically through by looking at:

  • The international commitments of the Philippines with regard to climate change;
  • Policy and legal frameworks of the Philippine government and see whether its national legislation is consistent with its international commitments, which will include a survey of how these frameworks are implemented in a way that serves the needs of the Filipino people; and
  • The vital role that civil society plays in shaping climate discourse, both nationally and globally, and why, especially in the Philippines, they should be given the opportunity to take a more central role in both the climate negotiations and national-level decision-making, especially on addressing L&D.
